NEW DELHI: Struggling with a large number of pending projects leading to time and cost overruns, railway minister Suresh Prabhu has promised to delegate more powers to heads of zonal and divisional railways to ensure speedy implementation.
Soon after receiving the interim report by the one-man committee, headed by E Shreedharan, the minister tweeted, "Powers will be delegated to GMs and DMs for speedy implementation of projects. Hope transparency and merit prevail."
"My decision not to deal with tenders moves closer to implementation by Sreedharan submitting report," said Prabhu in one of his tweets.
The committee was set up by Prabhu to suggest a "proper system and procedure to ensure accountability and transparency" at the level of GM and other functionaries for taking all commercial decisions.
The panel was appointed amid indication of radical reforms being worked out to attract private and foreign investment for the mega projects and infuse transparency and openness. It was also felt that widespread corruption and manipulation had discouraged private players to invest in rail infrastructure.
