Two of the dead are journalists working with London-based Somali TV organisations,
Various armed groups have been battling for control of Somalia since President Siad Barre was ousted in 1991.
Captain Hassan Nor told the Associated Press news agency that a suicide car bomber drove into a crowd, detonating explosives. A second blast rang out when another suicide bomber walked into the restaurant.
No group has yet said it carried out the attack.
However the al-Qaeda-linked al-Shabab militant group is responsible for the majority of suicide attacks in Somalia.
